Joined by VP Joe Biden today, Fisker executives announced inside an old GM facility that they will begin using the facility to support Fisker’s Project NINA with the goal of producing a family oriented plug-in hybrid sedan costing less than $40K. It’s a ways off though. The company won’t begin production in the facility for at least three years and won’t get up to full capacity for at least five years.

Quantum Fuel Systems Technologies has just released a new hybrid diesel/electric drivetrain, the Quantum Q-Force that can be used in both military and commercial vehicles. The drivetrain, which is the product of 6 years of development, will make its debut in a new hybrid military Alternative Mobility Vehicle (AMV).

China electric car manufacturer Kandi Technologies (KNDI) is announcing this morning that the US Dept of Treasury has approved its low speed, convertible electric vehicle for meeting the requirements of a Qualified Plug-In Electric Vehicles which gives purchasers of the vehicle a tax credit of $4,434. It should be noted that this is only valid for this year, but the company is confident the certification will be extended to next year.

Advanced Battery Tech (ABAT) announced this morning it has signed an $8.7 million polymer lithium-ion phosphate battery contract with U Long Run Sheng Technology. The ABAT batteries will be used by Long Run for electric motorcycles and other electric vehicles.

Quantum Fuel Systems (QTWW) is staging yet another breakout attempt this morning, clearing a bullish formation. The last time it cleared a bullish formation on Sept 22nd, it nearly doubled in a few trading days. FPL Group and Duke Energy just made a public commitment to switch to plug-in hybrids or electric vehicles. The commitment period starts January 1, 2010. The stated goal for both companies is to have all of their new company cars, trucks and fleet vehicles switched over by 2020.
